Average WhatsApp Campaign Cost for Indian SMBs (October 2026 Rates)

Average WhatsApp Campaign Cost for Indian SMBs (October 2026 Rates)

A WhatsApp marketing campaign in India costs ₹0.8631 per delivered message, or about ₹1.02 with 18% GST. A campaign to 5,000 customers costs ₹4,316 in Meta fees (₹5,092 with GST). An SMB sending 1,000 to 25,000 marketing messages a month pays ₹863 to ₹21,578, plus a platform subscription.

These numbers use Meta's India rate card as it stands from 1 October 2026. The rest of this guide shows the cost by audience size, three real-world monthly budgets, the charges most price pages leave out, and how to bring your bill down.

What Meta charges per WhatsApp message in India

Meta bills every business on the WhatsApp Business API per delivered message. The rate depends on the message category.

CategoryUsed forRate per message (excl. GST)With 18% GST
MarketingOffers, launches, festive sales, cart reminders₹0.8631₹1.02
UtilityOrder confirmations, delivery and payment updates₹0.115₹0.136
AuthenticationOTPs and login codes₹0.115₹0.136
ServiceFree-form replies inside the 24-hour windowFirst 1,000 a month free, then ₹0.115₹0.136

Three rules keep the bill predictable:

  • You pay only for messages that are delivered. Failed messages cost nothing.
  • Messages your customers send you are always free.
  • A marketing message costs 7.5 times as much as a utility message, so the category matters more than the volume.

Meta publishes how its per-message model works on its WhatsApp Business Platform pricing page.

What changed on 1 October 2026

The 24-hour customer service window is no longer fully free. Two things changed and one stayed the same:

  • Service messages are now billed. Replies from your agents, chatbot or AI agent are free for the first 1,000 a month. After that, each costs ₹0.115.
  • Utility templates are always billed. Sending an order update inside an open 24-hour window used to be free. It now costs ₹0.115 like any other utility message.
  • Click-to-WhatsApp ads keep their free window. When a customer messages you from an ad and you reply within 24 hours, every message for the next 72 hours is free.

Marketing and authentication rates did not change. The full breakdown is in our October 2026 Meta pricing update.

WhatsApp campaign cost by audience size

A campaign's cost is the number of delivered messages multiplied by ₹0.8631.

Messages deliveredMeta fee (excl. GST)With 18% GST
1,000₹863₹1,018
5,000₹4,316₹5,092
10,000₹8,631₹10,185
25,000₹21,578₹25,461
50,000₹43,155₹50,923

The rate is flat. Meta gives no volume discount on marketing messages in India, so 50,000 messages cost exactly 50 times what 1,000 cost.

Monthly WhatsApp cost for three typical SMBs

Most businesses send more than one category in a month. These three examples are worked from the rate card. They are not survey averages.

BusinessMarketingUtilityAuthenticationService repliesMeta fee (excl. GST)With 18% GST
Local shop or clinic1,0005000600₹921₹1,086
D2C or online store5,0002,00001,500₹4,603₹5,432
Growing multi-city brand20,00010,0002,0004,000₹18,987₹22,405

In all three cases marketing is more than 90% of the bill. That is where savings come from.

The costs outside Meta's rate card

Meta's fee is only one part of what you pay. Check these four before you sign up with any provider.

  • Platform subscription. You need a provider's software to send campaigns. Entry plans in India usually run from about ₹1,000 to ₹3,500 a month.
  • Per-message markup. Some providers add their own margin to every message. A 20% markup on 10,000 marketing messages adds ₹1,726 to that one campaign. Ask for the per-message rate in writing.
  • GST. Add 18% to message fees and to the subscription. Businesses registered under the regular GST scheme can usually claim it back as input tax credit.
  • Add-ons. Extra agent seats, chatbot flows and AI replies are charged separately on some platforms and included on others.

How to calculate your own campaign cost

Use this formula for any month:

Monthly cost = (marketing messages × ₹0.8631) + (utility messages × ₹0.115) + (authentication messages × ₹0.115) + (service messages above 1,000 × ₹0.115) + 18% GST + platform subscription

Then work out what each sale costs you: divide the campaign cost by the orders it brings in. A ₹4,316 campaign to 5,000 customers that converts 2% of them gives 100 orders at ₹43 each. Your conversion rate will differ, so use your own number.

6 ways to lower your WhatsApp campaign cost

  1. Segment before you send. Every customer you leave out of an irrelevant campaign saves ₹0.86. Send the saree offer to saree buyers, not to the full list.
  2. Keep transactional messages transactional. An order update is a utility message at ₹0.115. Add a discount code to it and Meta can reclassify it as marketing at ₹0.8631.
  3. Run Click-to-WhatsApp ads. Leads who message you from an ad open a 72-hour free window. Send the catalogue, the follow-up and the payment link inside it.
  4. Stop messaging people who never read. You pay for delivery, not for interest. Remove contacts who have ignored your last few campaigns.
  5. Make each chatbot reply count. Service messages are free only up to 1,000 a month. One complete answer costs less than four short ones.
  6. Retarget instead of rebroadcasting. Send the second message only to people who read or clicked the first.
